Yes, the spotting guides are public.  Only forum and photo galleries are restricted.

Thank you...gotta guy coming down from DC and he wants to spot. Rather than do it myself I have directed him to the very complete HS guides. He'll be staying down near EFD starting Tuesday.
Not someone I know personally, just getting him the information he needs.
If he gets to HS I'm sure he'll pipe up.
