I was looking at the resultant pictures that I often attach to a message. I have been experimenting with them in size and density. In almost any case I find that the displayed picture does not look as good as the original on my computer. Shouldn't it?
Is there something happening in-between the upload and display as attachment?
I usually "dumb down" my attached shots, but not so far as to noticeably degrade the picture. So...is there a lost in translation exercise here? Does the site make them bigger? Is there an optimum size? I notice you call for a max of 1024x and no more than 200kb, but I often see that exceeded - successfully.

I looked at our admin settings for attachments, and there is no explicit compression happening.

Can you save off the attached file and compare it to your original?
